Most of the spam protections are checking IP Address (there's really nothing else for it to check). This won't work in your case since you've multiple people sharing same ip address. You will either need to whitelist the universities ip addresses or just don't use that protection. Duplicate login protection is checking if a login session already exists so that one is safe to use, but in your case I do not recommend using duplicate registration protection.
