Yes I've tried enabling the passkey plugin, disabling emptying cache, reenabling, enabling them all... nothing I do seems to switch it on. I understand that CB Just carries the field.
I made a menu item for a Joomla user profile edit... same thing "Multi-factor Authentication is not enabled."
I don't know, it was working great, until it just stopped.
If Joomla itself also isn't working then MFA in Joomla isn't working. I'm not sure what to suggest there. Are you able to enable MFA in backend CB or Joomla profile edit (only works when editing yourself)? Maybe something on frontend is breaking the JavaScript.

It's backend, frontend, CB profile edits, Joomla profile edits, iI even made a Joomla Profile edit menu in Cassiopeia - they all say "Multi-factor Authentication is not enabled." (see attached)
I even tried changing PHP versions.
But it's clearly not a CB problem, so I'll have to look elsewhere.
