We think we've finally got a workaround for this. Our template use Helix Ultimate 2.1.2. It has compression settings for CSS file and Javascript files. With compression enabled JCE no longer displays correctly. Now that we've disabled these optimisations JCE is shown everywhere as expected. I don't know why it worked in some places but not others.
Good find! Thank you for letting us know! If you want to keep the compression you should be able to just exclude JCE's JavaScript file, but yeah some of these templates have huge frameworks that add a bunch of other features beyond a template. We're actually just using Cassiopeia (default template) here at Joomlapolis, lol.
