CBSubs has no means of restricting payments from specific countries, states, etc.. that's for you to implement and limit. CBSubs simply collects and processes payments. Easiest way to do that is collect their address during registration, validate or restrict it there, and synchronize that to CBSubs.
Removing countries from the billing address would require modifying core files so you'd lose those changes on every update. Though keep in mind it's the billing address not necessarily their resident address. You may not need to worry about or collect billing address though if you don't use any of the geolocation features and can just turn the billing address off entirely.
