Is it possible to provision a new account that includes one preconfigured Group for the subscriber - without giving the subscriber ability to create new Group?
Yes, adjust the group create access parameter to something that they have no permission for. Then in backend create a group with their user id as the owner. This can be done programmatically using CB Auto Actions as well. You mentioned subscribers so you could also use CBSubs GroupJive as well to create them a group on subscribe.
