Entirely separate from profile edit? You can't. Privacy is directly tied to tabs/fields and only renders in profile edit. Notifications are just fields so same situation tied to profile edit.
You can however create a menu item that links directly to those tabs in profile edit. To do this create a Joomla menu item with a menu type of Community Builder > User Profile Edit. Next for "Tab" set this to the ID of the tab you want to link to. A tabs ID can be found in CB > Tab Management on the far right of the table.
