It's an old subject, i remember it was foreseen 'one day in the future' to implement the hashtag feature in CB Galleries plugin (to enable searching function within albums). Is this one of the new feature in v4.0 ?
No, hashtags in galleries is not being added in CB Gallery 4.0.0.

It is planned just not for 4.0.0. I'm still deciding on how I want to implement them. I haven't determined if I want to let CB Activity handle it, have them inline in the description, or have a separate input like Joomla articles for adding tags. Since I hadn't figured out the design yet I've pushed it to a future release.
I understand you're maybe a little disappointed, but this isn't a small release either. It's packed with 38 tickets. 13 being fixes and 25 being features. There's a lot coming.
