If the German language plugin is incomplete and does not have translations for those yet then you'll need to use language overrides and translate those strings yourself. See the below on how to do this.

I've translated a lot, but it does not work here. What am I doing wrong? UNBLOCK will not be translated.

That language key for "Unblock" would be exactly "Unblock". It is case sensitive. You're trying to override "UNBLOCK" which doesn't exist. The language finder below the language overrides should help you with finding language keys. Once it has found one simply click it and it'll pre-fill an override for you.
