I just upgraded a site to RC2 and I'm unable to ban profiles either, it is just like he has described, I get the form but I am still able to view the profile.
Any ideas?

have the same problem as described by other users. using RC2 and when banning a user profile there is no indication of success ... when i log out and then back in again as a normal user, i can see the profile i banned as an administrator .....
