One thought (since I ran into this after doing a manual migration). Are you sure you don't have duplicate emails in the jos_users table? This was permitted in the 1.0x joomla, but not (well, not without hacking it a bit) the 1.5x.

yes, you are right. I had this problem with ONE E-Mail. "Manual migration" means "manual check for duplicates", too.
