Fixed that and it does not change anything. Still English rather than Dutch.
I rechecked the language file and there are no more ", missing. Still no installation of the Dutch language file.
I'm open to new suggestions. I will attach the new Dutch language file. Are you able to install this AND have the Dutch language strings show up in the front end?

would need the joomla version you are using and the relevant dutch language plugin to really test.

I think I see what you did wrong.
Instructions in doc state:
<name>CB Paid Subscriptions English</name>
to change the underlined English with your language.
This is not what you did.
Please follow instruction exactly and try again.
