That's the invoice address complaining that the country invoice address field isn't completed. They should be able to edit their invoice address before clicking a payment gateway and supplying the country. You can also set invoice address to non-mandatory within CBSubs > Settings > Display > Invoices and I believe it'll stop complaining about it being missing. You can't disable invoice address inputs 1 by 1; it's an all or none situation.
