i had again an look on this problem
you are right this will happen if the user is changing company or vat-id because they are wrong - ok not so often
it will also happen if the eu-server is reachable / not reachable - also not so often

but it happens for each basket of an business costumer!!!
a business customer with valid vat-id and company will everytime get the discount for the B2C costumer in the basket
only if i click again on "save" or reload the website then the basket will be correct
