Would the XML change make the province field in the backend mandatory or only the invoice address when paying?
For example- sometimes we manually add people in the backend and I don't want it to be mandatory there.

It only affects the frontend during basket display where they'd supply their invoice address.Would the XML change make the province field in the backend mandatory or only the invoice address when paying?
