Have reviewed your install and don't understand the problem. You've 1 userlist which is available to Administrators only so your standard userbase will rarely be able to find one another.

At any rate when a user manages to navigate to another users profile on the CB Menu at the top of their profile is "Connections". Simply mouse over this and click "Request Connection". Connections are also managed from here by clicking the "Manage Connections" link on the same menu.

All of which is actively working as intended. Your users are also showing perfectly fine on that 1 userlist you have designed to show only Registered users and accessible by Administrators only. I've added the avatar field so you can better see that they are displaying.

The red is just a styling issue. I recommend setting the below.

User Group to allow access to: Everybody
User Groups to Include in List: Public

The above would display all the user based publicly.
