The error you saw:

ERROR: Could not find a CB XML setup file in the package.

Means that the xml file was not present in the package or if it was present it was not a CB XML file.

Could mean:

The package (zip file) you tried to install is not a CB package (it could be a package that has the wording unzip1st in its filename - to indicate that package needs to be unzipped first to reveal additional installable packages and readme, installation guides) or the package is a Joomla packgae and must be installed using Joomla installer.

What package did you try and install?
