So should I just download CB and install it over the current version versus doing a web install?

I never had this issue prior to this when doing a restore on our old server after doing OS upgrades.

Just update however you feel necessary.

I never had this issue prior to this when doing a restore on our old server after doing OS upgrades.

Then it's entirely possible your server configuration is the problem. Enable debug mode and maximum error reporting in Joomla global configuration then retry and see if any errors output during install. If none do check your server error log.

I tried to reinstall CB using the "upload a package file" option and got the following:
 

I then tried to do an install from the web and got the following:
 

 

At this point CB is unusable and I'm unable to open the control panel at all.

I have since done YET another restore and the website is functional somewhat. I've been getting reports that users are unable to log into the site on the front-end. I've asked them to clear their cache and to try again - but this doesn't seem to work for them. I have been able to log into the site from the front-end using several test accounts and not had any issues. I'm not even sure where to look now. You mentioned that perhaps the new server is not configured correctly and that is what is causing the components to fail on the install.

I've reviewed the PHP configuration and everything looks good - this is a prebuilt server from Hostinger.

Here is a screenshot the users are getting and essentially not allowing them to log in... you can see it is in the cb-login module. They enter their credentials and nothing happens - no errors or anything on their end.

Your database structure seams broken. Notice the warning regarding "extra_params". That doesn't exist in CB or Joomla. So there's a column on one of your tables related to extensions that shouldn't exist. Possibly on _extensions.

To see what error exactly happened during CBs install you need to click the red box where it says Failed. That'll expand it and show the install error for individual packages.
