It's hard for me to explain. I took all the English language files and translated them completely. But only 90% of the translation works on the site. I wrote that example so that you would understand that some files refer to their own language translations. But they don't find it because initially these language variables were not in the English plugin files.
The English language plugins are just there as examples for building your own language plugins that are compatible with CB. They may be missing strings. The Default language plugin included with CB and the default language files included with each plugin provides English. I've went ahead and unpublished them as this might be causing more confusion than what benefit it provides.
Generally the easiest way to translate is to install a relevant language plugin as a base (e.g. French). then just use the language overrides feature to add any missing translations or edit any existing translations. This generates an overrides.php language file. If you're just modifying English then do not install anything and just add language overrides to the Default language plugin included with CB.
When plugins are converted to standalone Joomla extensions they'll just have Joomla language ini files. Some already do for their Joomla modules/plugins. So we're in a bit of a transition period atm.
