The pulldown button does show for me, but the only options that are available are "Public" or "Private".

hm, two ideas, what usergroups do you have? Perhaps there are not more groups for restricted access. Have you configured here:
PlugIn-Management -> CB privacy -> config ->Privacy? There you can manage the general things.

Does it make any change, if you choose private or public?

OK, I MAY have discovered what is keeping the USER from showing up in the dropdown..... In the Privacy Plugin configuration for USER... it says - Requires profiles to be publicly accessible. -
Soooo, In the CB Configuration Manager under the "User Profile" Tab, the "Allow Access To:" has been and is set to Public. Now, in the Expanation it also says.... IMPORTANT: the CB Profile menu item must also have a corresponding access level.

Am I supposed to create a <PUBLIC> menu button for the profile for every user? I am confused.... actually I just think that my brain is overloaded for a Friday.

Correct, it can't allow public access if public access is globally disabled as there's no way to override the global.

No, you just need 1 public and published Joomla menu link to CBs profile page. It does not have to be on a menu module that's visible though.

If I put it in a Menu that is "Registered" and make the menu item public.. will that work?
