Ok, it looks like Background Post just flat out doesn't work anymore. Seams entirely replaced by Webhooks, which do seam to work. So will need to rewrite the Background Post handling behavior to work with their Webhooks.
As for the cookie error that can happen if there's a mismatch in the domain. So within CCBill be sure that "Approval URL" within the subaccount basic settings matches the domain people will be paying from. If there's a mismatch the cookie won't be available to show the payment success page as CCBill return URLs aren't dynamic. As for CBSubs not activating subscriptions it's due to the Background Post never reaching your site, but that will be fixed once Webhooks support is implemented.
Edit: Contacted support and they had to make an adjustment on their end. Background Post seams to be coming through now as well, but Webhooks appeared more reliable so will review adding support for it.
