Is this meant for regular users to be uploading? As I understood it's for the author to upload media. Is the author the one seeing that error?

Completely forgot I had already implemented per-article gallery support built into CB Gallery. Unpublish your auto action. Then in System > Extensions > Plugins edit "Content - CB Gallery". Now under the Gallery tab you'll find a Gallery parameter. Simply toggle that to Enable. That should be all you need to do. It'll deal with permissions for you automatically with authors being allowed to upload by default.
