Restricting access to the url link of a pdf file.

I created the test member with the 12345678 password. after that I logback out and login again and click on the pdf.

It asked for a username and password although I was already login.
I key in the login details and them the pdf file came up
is it suppose to work like that

Yes, that's how htaccess protection works.

Ok Instead of keying in the password myself.
1.send an system generated password to my wife's email, which requested her to make it private.
2.She login change the system generated password to her own private password.
3. She logout and them logged back in and tried to access the pdf file and was denied.
The htpasswd encrypted password was created

This happened on two occasions.
How can I fix this?

I think it may be important to note the system (Joomla) is sending out two passwords the first one does not allow you to logon but the second one does but still restricts you from viewing the pdf file.

How are you changing passwords? You need to change password using CB > User Management or by editing your CB profile from frontend. Do not use Joomla profiles, do not use Joomla forgot login, do not use Joomla user manager, and do not use Joomla login module. Only CBs login module will do the synchronization. If you're using randomly generated passwords instead of user supplied you may need to logout and log back in an extra time to trigger the synchronization as it maybe generating a new password after synchronization has happened.

Important
I think it may be important to note the system (Joomla) is sending out two passwords the first one does not allow you to logon but the second one does but still restricts you from viewing the pdf file.

If you're using randomly generated passwords with approval and confirmation then send password with the Welcome email instead of Pending email. The one sent in Pending in this situation is temporary.

I am certain that I am only using CB Log in if you want to check the site I can give you an administrative log in that would allow you to access both the front and back-end.
