Is there a way to change the time display in CB 1.7 to be 12-hour time instead of 24-hour time? I can't seem to find it! I've changed it in the main Joomla area and that's working, but in the member profiles it's still showing 24-hour time.

No, the time format is always 24hr as it's universal. This would be a good feature request IMO and have added the below feature ticket.
