IS it possible to send an e-mail to a single list, instead of a massive e-mail to all registered members?

If you're still using 1.1, please make sure you meet the minimum requirements and upgrade to CB 1.2.1.
As far as the mailing list, there are a couple mailers on JED that I saw to do what you're looking for.
