Anyone know why it might not install? Just get an error message.

OK. I have cb_1_2_1 installed. I am trying to install plug_cbcaptch_1_2_RC4. When I do, I get an error message that reads "Error! Could not find a Joomla! XML setup file in the package."
However, I realized that it needs to be uploaded in the community builder plug in area, not the standard joomla location.

Yup, that is correct. CB Plugins are installed via CB Plugin management backend and not Joomla installer.
