Is there a Community Builder plugin to check the age of a person during the registration process, where let's say the are under thirteen and will receive a message saying that they are too young to register?

Not that I am aware of. Have you checked Joomla.org extension directory? Otherwise you may need to develop one using CB triggers such as on after registration. More on trigger usage can be found within tutorials in my signature.

No, I couldn't find an extension for this that would be a CB Plug in. Only product I know of that does an age check is ProJoom Age Check; but it does not integrate into CB yet.

If free you could obtain it and modify to work with CB perhaps. Not sure what to advise, sorry. Couldn't you just edit the date field and specify a minimum and maximum year? This will work fine if you're using the drop-down method where a user selects month, day, year via a drop-down.
