Is there a way to change the order of events to register? Currently the system does:

1. person registers
2. admin receives request for approval
3. person verifies email address
4. person receives email asking for verification


It would be much better if items 2 and 4 were switched like:
1. person registers
2. person receives email asking for verification
3. person verifies email address
4. admin receives request for approval

The reason is that I get 5 to 10 registration requests per day that are spam emails. If 2 and 4 were switched the registration process wouldn't go that far.

Can anyone help with this?
