Users Per Page BUG!

I have 16 users. I set "Users Per Page" to 12
When I go to view the list, it shows 12 and the next page only shows 1?? Meaning total of 12 with 4 profiles missing. If I set it to 16 or higher it shows all of them.
And I don't have the Users Per Page set in the List itself under List Management. I have it set only in th Configuration.

Please upgrade to latest CB 1.3.1 and confirm if issue persists. Please also examine any Filters, Search Criteria, or Display Groups parameter for your userlist to ensure you're not filtering out users. If possible please provide a URL to the issue if it persists after upgrading to CB 1.3.1.
