Couldn't duplicate this issue, but if you're receiving no errors and it's confirming the changes saved.
Then it sounds like a cache issue. Clear your Joomla cache, then your browser cache. Refresh the page and see what avatar is then visible.
Providing a test login to better asses the issue would be helpful as well.

I am having the same issue
This is on a fresh build Joomla 1.5.9 (with upgrades)
CB 1.2 was downloaded and installed 1 week ago
Write permission is set for "images/comprofiler/" file
Avatars/profile images can be updated by the site administrator but not by the user. Image uploads - no error messages received but no image appears. the image is located in the "images/comprofiler/" file.
Please advise

I'm not sure what you mean by "(with upgrades)", but have you ran CB Tools and enabled Image upload in Joomla Global Configuration and CB Configuration Images tab? Also, if you enabled moderation in CB Configuration, you'll need to approve as Administrator for them to show.
